City of Villains was initially a free-to-play companion game to City of Heroes, and allowed players to create highly customizable Villains and struggle for control of the Rogue Isles and against their super counterparts in Paragon City. The game was originally developed by Cryptic Studios and was later owned and developed by Paragon Studios and NCSoft. City of Villains was eventually folded into the City of Heroes main game, which was shut down in November of 2012.
